Our Story
A beacon of healthcare resources and services, nestled in the heart of Wallowa County, Winding Waters Medical Clinic was founded by Dr. Lowell Euhus and Dr. Henry Scholz. Two visionary physicians driven by a passion for community care, our clinic has been a cornerstone of health and wellness for our community since 1972.

As both a 501(c)(3) Non-Profit and Federally Qualified Health Center (FQHC), we are committed to providing high-quality, comprehensive healthcare services, education, and resources to all patients, regardless of their income level or financial situation. We believe that everyone deserves access to essential healthcare, and we strive to make our services affordable and accessible to all, with a focus on reducing financial barriers and promoting health equity. Our commitment to affordability is reflected in our sliding fee scale of our Schedule of Discounts, financial assistance programs, and partnerships with community resources to ensure that our patients receive the care they need without financial burden.

Winding Waters Medical Clinic in Wallowa County is recognized as a Federally Qualified Health Center (FQHC). To achieve FQHC status, Winding Waters met rigorous federal standards for healthcare delivery, ensuring high-quality care to underserved populations. The clinic demonstrated a commitment to comprehensive services including primary care, mental health services, and dental care. Additionally, Winding Waters engaged in community outreach, implemented a sliding fee scale based on patients' ability to pay, and continuously monitored and improved the quality of care through evidence-based clinical practices and patient feedback. This designation allows Winding Waters to provide accessible, affordable, and high-quality healthcare to the community.
Winding Waters Medical Clinic is recognized by the Oregon Health Authority as a Patient-Centered Primary Care Homes (PCPCHs), demonstrating our commitment to compassionate team-based care, quality, and whole-person health. The Patient-Centered Primary Care Home Program is part of Oregon’s efforts to fulfill a vision for better health, better care, and lower costs for all Oregonians.
